The UN-backed court’s investigating judges have come under fire in recent weeks after they made a preliminary conclusion to Case 003.
At least five key staff members have left the Khmer Rouge tribunal’s investigating judges’ office since April.
International prosecutor Andrew Cayley said in a public statement last month he would file for further investigation in the case 003.

The judges have also ordered Cayley to retract portions of a public statement involving Case 003.
Tribunal spokesman Lars Olsen said the Pre-Trial Chamber was under no time limit to consider Cayley’s appeal.
Subedi is also expected to speak directly with residents in the Beoung Kak lake dispute.
The market was opened in 1937, it has 3,000 shops, ranging from stationary and electronics, to rice, meat and trinkets for tourists.
Andrew Cayley said a retracting of his statements before a ruling by the Pre-Trial Chamber would be “absolutely meaningless.”

The statement follows complaints by several victims of the Khmer Rouge naming those they thought responsible under cases 003 and 004.
So far the identities of suspects in cases 003 and 004 at the court have remained confidential.
Cambodia has petitioned the court to re-interpret a 1962 decision that gave Preah Vihear temple to Cambodia.
At least 17 people have been killed under artillery shelling, mortar attacks, rocket fire and small arms skirmishes since April 22.
Each side blamed the other for starting the fighting, which began around 6 am.
