An expert on Cambodia Steve Heder said all the members of the Central Committee in the Khmer Rouge regime should be investigated and brought to trial if they are found to have responsibilities in the death of 1.7 million Cambodians during the years the Khmer Rouge were in power.
Mr. Heder said the Khmer Rouge Central Committee could have between 20-30 members.
About 10 former Khmer Rouge leaders are expected to face trial.
Only two top members of the regime are in custody awaiting trial- military chief Ta Mok and Duch, head of the Tual Sleng interrogation center.
