India to Open Most, But Not All, Reactors to UN Inspection


Indian Prime Minister Manmohan Singh says India will open most, but not all, of its nuclear power reactors to United Nations inspections.

Mr. Singh gave some details of a nuclear proposal being negotiated with the United States ahead of President Bush's trip to New Delhi this week. Mr. Singh said India would agree to separate military and civilian nuclear facilities, and open the civilian facilities for U.N. inspections.

If signed, the pact would allow nuclear powers to provide technology and fuel that India wants to meet the energy needs of its booming economy. Mr. Singh also said it will not compromise India's national security.

But in Washington, some critics of the deal pointed out that India is not a signatory to the Nuclear Non-Proliferation Treaty and said it would be dangerous to help the country strengthen its nuclear program.
