Khmer Judges and Prosecutors for Khmer Rouge Tribunal Have Not Been Selected


Cambodia says it has not yet selected the judges for the proposed Khmer Rouge tribunal. The Permanent Secretariat of Special Task Force on Khmer Rouge Tribunal Sean Visoth, said the judges and prosecutors will be chosen from among those who have finished the UNDP training and from outside sources.

According to the list of names of the 29 judges and prosecutors, which VOA has received, most of them have master's degree, and PhD in laws from Kazakstan, Russia, and Vietnam, and are now working in the different courts in the Cambodian court system. However some just have a High School diploma or Baccalaureat II.

Legal experts in Cambodia who have seen the list said these judges and prosecutors do not have the qualifications to serve as judges and prosecutors in the Khmer Rouge tribunal. They urges the government to reconsider saying this tribunal may serve as a role model for the judicial system's reform in Cambodia, and for other countries.

Cambodian civil societies are asking the UN to train them further. The chair of the Committee for Judicial Reform Sok An, could not be reached for comments. Minister of Justice, Mr. Ang Vong Vattana could not be reached for comments either.
