King Norodom Sihanouk Scrapped a Plan to Convene Parliament - 2003-09-16

According to Cambodia's constitution, the king must convene parliament within 60 days of a general election. Polling day was July 27, so the king has until September 26 to do so.

But king Sihanouk says he cancelled his plan because opposition leader Sam Rainsy sent him a letter saying the Sam Rainsy Party cannot go to the National Assembly.

The king says Sam Rainsy complained to him about vote-counting irregularities in the poll and demanded a recount.
