Officials from government, the opposition and civil society on Monday mourned the passing of former Singaporean Prime Minister Lee Kuan Yew.

Lee, who was 91, was the founding father of the modern state of Singapore, where he ruled for 31 years.

Cambodian Prime Minister Hun Sen said in a public speech Monday he admired Lee’s leadership and ability to move his country beyond British colonization.

Yem Ponhearith, a spokesman for the opposition Cambodia National Rescue Party, said Lee should be remembered for his fight against corruption, his support of education, and the economic reforms he instated.

Pung Chhiv Kek, president of the rights group Licahdo, acknowledged Lee’s many successes, but she said his legacy also carries with it the memory of a dictatorial approach.
